A Multi-Tiered System of Support (MTSS) is a schoolwide framework that brings together academic, behavioral, and social-emotional supports to meet the needs of every student. MTSS is rooted in strong core instruction, student-centered learning, and data-driven decisions—all designed to give every learner the chance to succeed.

California's Multi-Tiered System of Support (CA MTSS) is a comprehensive framework that aligns academic, behavioral, social, and emotional learning, and mental health supports in a fully integrated system of support for the benefit of all students. CA MTSS offers the potential to create needed systematic change through intentional design and redesign of services and supports to quickly identify and match to the needs of all students.

How Data is Used

In the Classroom
Teachers use data to understand where students are in their learning and how best to support them. From formative assessments to progress monitoring, data helps guide instruction and meet individual student needs.
 
At the School Site
Schools analyze data on attendance, behavior, climate, and academics to create supportive environments for all learners. This helps leadership teams identify strengths and challenges. 
 
At the District Level
Districts use data to guide continuous improvement, MTSS implementation, and LCAP planning. With the right data, district leaders can make decisions that drive meaningful change across all schools.

Continuous Improvement

Data is central to continuous improvement. Through cycles of inquiry (Plan-Do-Study-Act), schools and districts identify root causes, test changes, and track progress toward better outcomes.
